Each season a GM may designate players as "Restricted", making those players Restricted Free Agents ("RFAs"). These players must be publicly announced and displayed in the designated area "Restricted FA's" as Restricted by January 1st. Please note that FAILURE to publicly declare said players as "Restricted" shall forfeit the right of that GM to restrict that player(s) for that season. Any and all unrestricted Free Agents shall be subject to regular (unrestricted) FA bidding as outlined previously.
Once a GM uses the designated amount of Restricted options at his disposal, those players will be eligible for Restricted free agency bidding. All free agent bidding, whether restricted or unrestricted, shall be conducted pursuant to the league's FA bidding procedures in place at that time. We are using a blind bidding system.
Bids can be PMed to the MLBPA account.
Any GM may initiate bidding on a RFA agent at scheduled times during the period specifically noted for RFAs. Since only RFAs will be bid upon during an auction segment and we are not listing player names to be bid upon in a thread, no disclosure of a GM's intent to bid and on whom a GM is bidding is required.
**NOTE - In the event no bids are received on a RFA, that player will be available at the minimum salary.
RESTRICTED PLAYER BIDDING CRITERIA - Restricting a player provides a semi protective measure to help a GM retain that player, while not assuring that GM will retain said player. In order to provide some, but not absolute, assistance in that retention, the following guidelines are placed on Restricted FA bidding:
The Average Annual Salary ("AAS") that a GM bids will require a certain minimum number of years that offer must cover to be a valid bid. The HIGHER the AAS, the LONGER the MINIMUM contract term you MUST offer in order to make a valid bid. The MINIMUM contract term is based solely on the offer's AAS, and is determined as follows:
Here are the numbers you must follow when offering a contract to a restricted free agent:
If AAS <= $3M, then any length can be given. Max of 3 years
If AAS > $3M, then MINIMUM 2 yr deal
If AAS > $6M, then MINIMUM 3 yr deal
If AAS > $9M, then MINIMUM 4 yr deal
If AAS > $12M, then MINIMUM 5 yr deal
If AAS > $15M, then a 6 yr deal
Now the holder of the tag only has to match the AAS, they do not have to match the years and can rearrange the salaries as they see fit for their team, as long as they are following the rules for salary spread. (edited by Tony Russo 1/26/15) Contracts can be spread over the length of the offering for the purposes of Front-loading and Back-loading contracts as desired, however this cannot differ from the AAS by less than 80% or more than 120%.
Here are the guidelines for the tag holder on deciding the years of the contract. (edited by Tony Russo 1/26/15) A GM may restructure that bid for a total contract amount no less and a term no longer than that of the "winning" bid
If the offer is 400k - 749k you can only keep them for a maximum of 3 years at this salary, but you have the option to raise it to 750k and keep them 4-6 years
If AAS <= $3M, 1 - 6 years (a term no longer than that of the "winning" bid).
If AAS > $3M, 2 - 6 years (a term no longer than that of the "winning" bid).
If AAS > $6M, 2 - 6 years (a term no longer than that of the "winning" bid).
If AAS > $9M, 3 - 6 years (a term no longer than that of the "winning" bid).
If AAS > $12M, 3 - 6 years (a term no longer than that of the "winning" bid).
If AAS > $15M, 4 - 6 years (a term no longer than that of the "winning" bid).
If no one offers a bid on an RFA, the tag holder can choose either to keep them 1-3 years on a 400k salary, or 4-6 years on a 750k salary.
The bidder can always make a contract term LONGER than the minimum number of years since the AAS only determines the MINIMUM term.
As in all FA bidding, the bidder must clearly state the 1.) contract term (number of years), 2.) total contract amount, 3.) AAS, and 4.) breakdown of the salary offer for each year of term of the contract OR clearly state it is equally allocated to each year. If the offer is not specific and include the above criteria, then it will be deemed an invalid bid.
Since the bidding is for a RFA, then pursuant to Rule 12, the GM who held the restricted player has 48 hours to match the winning bid, (edited by Tony Russo 1/26/15) and may restructure that bid for a total contract amount no less and a term no longer than that of the "winning" bid. If the restricting GM chooses not to match the offer, then the winning bidder is obligated to sign the player to the exact terms of the winning bid - there is NO option to remove or reneg on any bid placed.
The 48 hour acceptance "clock" will commence with the winning bid being posted of the last player of the RFA batch by the League Office.
The discussion above applies ONLY TO RESTRICTED free agent bidding. Normal, or Unrestricted, free agent bidding is covered under general FA bidding rulings.
Compensation for Restricted FA
If you palce a restricted tag on a player and are unable to or choose not to match the AAS of the best offer, there will be compensation as follows.
Tier 1 AAS > $10M: A draft pick between rounds 1-2 of the FYPD
Tier 2 $5M<AAS<$10M: A draft pick between rounds 2-3 of the FYPD
Tier 3 AAS<$5M: A draft pick between rounds 3-4 of the FYPD
The order of the compensatory picks will be determined by the record of the team losing the free agent. The team with the worst record would receive the highest compensatory pick in each compensatory round if they lost a restricted FA while the team with the best record would have the lowest pick.
However if the worst team were to lose 2 or more restricted FA with the same compensation, the second compensatory pick and third compensatory pick and so on would be after the team with the best records pick. For example
TEAM A (last place) lost 3 Tier 1 RFA
TEAM B(15th place) lost 1 Tier 1 RFA
TEAM C (1st place) lost 2 Tier 1 RFA
The 1st compensatory round order would be

IF you sign and win an RFA you will forfeit a draft pick to the other owner, here is the structure:
AAS $15M and above: Team surrenders 1st round pick
AAS $10M to $14.999M: Team surrenders 2nd round pick
AAS $5M to $9.999M: Team surrenders 3rd round pick
AAS $1M to $4.999M: Team surrenders 4th round pick
AAS up to $.999M: No compensation
NOTE: If a team signs 2 players for over $15M, the higher contract gets 1st round, other contract gets 2nd round. Equal contract, lower ranked team last season gets the 1st rounder.
